Let's see...I use the Scriptorium and a slightly tweaked Radiance 2.3. Version 2.4 is a bit different... darker, if I remember correctly, with deeper shadows. It had me annoyed enough to find the lighting.txt files in my HD-back-up for all the freaking EPs just to get 2.3 back. The shader file can be found here. Just plopping RLS-Shaders.package in your folder should be enough (and a decent graphics card - I remember my old one not being able to render the new water, booboo)
I'm hardly in the position to make Photosoup-tuts, I think. I usually just fumble around a bit with layer settings to up the contrast a teeny bit, and some blur. For TS2 pictures in particular, I really recommend booting CC with blurry textures or boxy meshes. No matter how fancy a graphics card, it can't fix those kinds of things. XD
